When elected I will propose three amendments:

• GOVERNMENT ON A BUDGET:  The first Constitutional Amendment, before a Balanced Budget Amendment, would set a tax ceiling per taxpayer on the Federal Government. This ceiling would include a combined federal tax and not for service fee limit per taxpayer based on percentage of revenue.  Full disclosure of all Federal taxes and fees.  A taxpayer may be defined as an individual, family or business but all are open to debate. This would result in the Federal Government becoming a proponent for growing the economy through the private sector.  To protect our country against constitutionally supported overruns a potential 2 year 2 percent kicker might be incorporated based on a vote the September before Congressional elections.
• ANCHOR BABIES NO MORE: The second Constitutional Amendment deals with Citizenship at Birth criteria. Anchor babies are unwilling accomplices in the struggle over Illegal Immigration; I would propose the following criteria:

• Citizen + Citizen = Citizen
• Alien + Alien = Alien
• Legal + Legal = Legal
• Alien + Citizen = Legal, may file to be Citizen if born outside the US
• Legal + Citizen = Citizen

• NO MORE LEGISLATING FROM BENCH: The third Constitutional Amendment would set boundaries on the documents to be considered by the Supreme Court in evaluating their caseload for Constitutionality.  To help focus the Supreme Court on the Constitution and the original authors intent; not on pursuing a political agenda from the bench. 

All three proposals are open for debate bringing together a variety of opinions much like our founding to determine the best approach.
