RE: The Day Before… Have You Done Your Homework?
Dear Citizen and Voter,
On this day, a day of reflection before voting in our governing leaders, I want to write to you and let you know why I am pursuing a leadership role and why I relate so strongly to those living in my State of Maryland, my state that I am proud to be a son of.
Many of you already know my recent history, but for those who do not, I would like to let you know why I am want to lead Maryland and how I relate to my fellow Marylanders (and Maryland as a whole). I was suddenly (and, not by choice) unemployed from September, 2009 - May, 2010. During that time, my family and I saw our life savings and teen's college funds dwindle away. Like many of this country's residents, our days were filled with worry along with both uncertainty and hope. We certainly know firsthand what many others went through. In talking with people we met (and still meet) through our activities of daily living, work and/or the campaign trail, there are a great many similarities in emotions and experiences resulting from the economic downfall America is facing. The pursuit of US Senator is a leadership position that is in its fifth year of consideration and became a strong calling during the last year. The United States Constitution needs to be foremost in weight factor in voting in order to bring our government and its leaders back to the basics that once made this country strong, morally principled and prosperous.
I adamantly urge you to study the platforms of ALL candidates asking for your vote of confidence. Just that word alone, "confidence," indicates that you will "know" all of your options before making a decision to invest of yourself. In school, were you confident of a successful outcome in regards to a test grade if you did not "know" the material you would be tested on? Chances were, you were not. And chances were, you received an unappealing grade. Why should we treat the seriousness of choosing those who will lead us any differently? If you lock in on the first person you spoke with or the first message you heard, and disregard all others because you have already made your mind up, you are robbing yourself of freedom of choice. I especially urge you to "know" all the US Senate candidates before you check a multiple choice answer and have the confidence that your answer is the right one for you. To help you I have provided a link on my website to the Board of Elections list of candidates running Statewide. Give yourself the gift and honored privilege that is freedom of choice!

Per Mid-Atlantic AFP Debate a reporter stated: Stephens Dempsey came across as a man who truly wants to restore the government to its Constitutional case, and for that some may call him harsh. …. But the problem I see with his approach is, while the message is clear, his explanations may be too clever by half. For example, his campaign literature features a three-triangle logo that baffles the average person as to its meaning. Being an “American Constitutionalist” is one thing, but making that have meaning to the average voter who will ask what that does for him is quite another. [Not a problem with my answers but focuses on the conversational tool I use on my brochure]
The same reporter stated: Of all the candidates present, Jim Rutledge is probably the best known and leader of this pack. In terms of presentation, he had the smoothest and most eloquent answers which likely stems from his avocation as a ”conservative” attorney. That would also come in handy if he were elected, as he could “translate those bills for you and give you the straight story on them.” … Yet he had a couple key issues which may have seemed a bit out there if you don’t understand the logic behind them. … One observer afterward thought Rutledge had sort of an “angry” tone about him, and perhaps his passion can be taken that way.

[He forgot to include the rest of my statement, where as US Senator I would meet with local businesses and state leaders to find out what Federal Laws were impacting their ability to create jobs, then work on getting them repealed.]
The same reporter stated: Yet he [Rutledge] had a couple key issues which may have seemed a bit out there if you don’t understand the logic behind them. [yet earlier he said he was eloquent and smooth in delivery] For example, one method of helping to sell Eastern Shore products would be to dredge the waterways in order for easier ship passage, since shipping by barge is very cost-effective.

The attempt here is to present based on observations on the differences between our positions made by myself and others. Many of the others have not claimed to be Constitutionalist as part of their campaign. Differences are good but it is up to you to determine them yourself; do not let a supporter, sign, or one interaction makes the choice for you. RE: After the General Election
Dear Citizen and Voter:
As your next US Senator, I would like to describe my post election plans. My promise is to apply the Process consistency described in my campaign website www.dempsey4ussenate.com. It focuses on Constitutionality first and encourages me for you to vote “NO” for all Legislative malfeasance. (e.g., Large Bills with no review and reporting to you time, unconstitutional bills, etc.) I also plan on describing how Maryland citizens will remain engaged in the process to help guide the realignment of America’s political spine.
Unlike our Congressional Districts which have been politically based, I have defined Constituent Districts based on grouping our 24 Counties (includes Baltimore City) into 8 Constituent Districts of 3 Counties each. These districts will be central to accomplishing the following: conducting annual non-partisan Town Halls, discussing areas of Federal Interference, focusing on Constitutional priorities and pending legislation.
Invitations would be extended to all US Congressional Representatives within the Constituent District and my Senatorial colleague; as well as to the local officials and area Citizens.

From these Town Halls we will consolidate our statewide findings and set the investigation agenda for identifying Unconstitutional Federal laws. Then we will debate these findings within the best resolution category (e.g., CAT 1: Repeal immediately, CAT 2: allow States 1-5 years to assume responsibility before Repeal and CAT 3: 7-10 years for an Amendment process before Repeal). Afterward, we will communicate next steps back to you.
Additionally, we will add a special website to help facilitate your timely questions in a blog format for all to view and react to if you choose. If you remember the triangles from my website, this will remove the importance of Party as the decision point and place the ability to communicate back to you the Citizen the priority. We may not always agree on the final vote, but you will know I followed the process and my vote was based on the Constitution First. No Matter the Party, help me realign America’s political spine.

RE: How to Win the General Election, It’s "We the People"
Dear Citizen and Voter,
Have you ever watched the movie, Braveheart?
It’s about a Scotsman named William Wallace who through personal loss has had enough of English tyranny. From this loss, he decides to help his countrymen take their Scotland back.
He has no need to be Scotland’s king, nor any other prominent figure. His desire is to encourage his friends and neighbors to take stock in their beliefs and values, to risk defeat and to recover their God-given rights to freedom. In fact, Braveheart’s last word beneath the Crown’s axe was: Freedom!
Two thirds into the movie an Irishman named Stephen, who is perceived a little daft by saying that Ireland was his Island, joins Wallace. During the final battle, the English had enlisted the Irish to fight with them, mostly in the Kings perspective to be lambs for the slaughter. As the Irish and the Scots met in the field of battle, they embraced, based on Stephen’s covert actions, putting aside their differences to rise to a higher cause – a common cause to fight the English for their freedom as well. This positive moment was fleeting when the Scot nobles, the leaders of their nation left them stranded for a few shekels of gold and promises of land.
Now, I am not suggesting that I am like either Wallace or Stephen. But, I do suggest that the relationship between the Scots and Irish on that field are like the Constitutional Republicans and Democrats of today, you and I can rise to a high common goal to reclaim our Constitution allowing us to take back our freedom as citizens!
Both parties have been taken advantage of by power-seeking elites, like Barbara Mikulski who is an anti-constitutionalist. Mikulski has left the Constitution bloodied on the battlefield thus proving her disloyalty time and time again and somehow many of us are overtaken or less than courageous to fight back. Many politicians like Mikulski are quick to waive the flag to rally us to their cause while declaring their patriotism. They use the flag to hide their efforts to undermine the Constitution, thus our freedom. They fail to realize that without the Constitution, the flag is just a piece of cloth.
We must be Constitutionalists first. Without allegiance to the US Constitution, party makes no claim on the best of us.
Both parties have walked away from the rule of law and we all must have brave hearts and take it back. That’s why I am running. I am running to call you back and to enlist your support to bring us back to freedom. I call you back to rise above your party to a higher distinction: to be a Constitutionalist. Remember your oath to uphold the US Constitution when you served, the feeling you have watching old glory with fireworks in the background, or your pledge to the flag. We know the leadership may try to leave us on the field of battle with their own pockets full of gold; “We the People” working together can overcome their anticipated treachery.
Once again, I am Stephens ‘Steve’ Dempsey, a Constitutionalist first, a Republican second. I’d welcome your action in the ensuing months before November. I call on you now to come forward and enlist with our effort of hope to bring the American citizen back into focus, above the short-term whims and wishes of party majorities. Our US Constitutional rule of law delivers sustaining, hard fought values, a foundation of faith which cannot be over-turned when patriots like you stand tall and brave.

RE: Please pull or rewrite the email portion of the I’m an NAACP American campaign
Dear Mr. Jealous,
Last night, at the NAACP Candidate Debate Meeting in Prince Georges County, a quality qualitative and informative debate for US Congressional and County Executive candidates was held. While looking for information earlier in the day on the details of the debate, my search led me to the NAACP website. I clicked on the Calendar selection; a webpage directed me to sign the following pledge:
I read and signed the pledge; it truly describes how Americans should work together. The pictures shown below the pledge do not reference any specific event, nor group. The NAACP was founded on bringing truth to the forefront, to open debate across all Americans, just as they did for Prince Georges County residents last night.
But, then on July 13th, the NAACP Leadership came out with a political resolution to condemn the Tea Party movement. They stated that their purpose as an organization was to promote racism and hatred; based on what? They claim that the Tea Party, being mostly white, has racist members? Did the “Million Man March”, being mostly black, have participants who were racist?
Name a group in the world that doesn’t have some member for whom the following NAACP statement does not apply: "The time has come for them to accept the responsibility that comes with influence and make clear there is no place for racism and anti-Semitism, homophobia and other forms of bigotry in their movement."
As an NAACP American I ask the NAACP Leadership to live by its own words, by first looking in the mirror and work on removing the plank in its own eye, and then invite all groups to discuss concerns. In this peaceful way, we would all leverage the heritage of this proud organization, one founded by men of all shades.
I also ask that we cease all knee jerk comments automatically inferring racism when protest is raised regarding our Presidents’ actions or philosophy. Has our educational system fallen so far that our US History classes do not talk about campaigns and protests of old? I am certain that 95% of Americans don’t give a hoot about Obama’s skin color, just his policies.
The following misleading Pledge Member/Fundraising extract (in italics) does not support the principles outlined in the pledge and it cheapens the NAACP (full text posted on my website www.Dempsey4ussenate.com):

My campaign is about unity of all Americans, just as your pledge states - which is why I gladly signed the pledge. As an NAACP American I must point out that points 2-6 were violated. Your association’s message is not meant to bring people together; it is meant to alienate, to inflame, to disunite and to shut down community -- a Godly interference. Is the NAACP really about that? Not what I had thought, but your actions speak louder than your well placed words. Words have meaning, however, no? I am not one to be fooled, as you can see.
I signed a pledge to condemn all racists’ acts; it did not state that it was against a single group, which you believe to be white. The pledge stated ALL!
Therefore, NAACP Leadership, I ask for you to rescind this letter associated to this campaign. As an organization you need to truly do your due diligence and separate the politics and political discord from true racism; the only vicious attack in this discussion has come from the NAACP Leadership, making the entire dialog racist and ignoring many American’s concerns over lost rights and the rise of economic slavery. For all of us, it is even harder when those affronts are attacking our values, our moral character, and our right to be American.
Let’s remove the plank from our own eye first: help us identify, call out and condemn group-based racism, no matter the color (e.g., KKK, New Black Panthers, etc.), let us demonstrate leadership by bringing in groups to debate questions which raise our concerns (e.g., Tea Party, AFP, etc.), and let us be Americans FIRST!
I would enjoy the opportunity to sit down and discuss this with you and the leadership of the NAACP. As an NAACP American, I would like to see all Americans reach Martin Luther King Jr’s dream. I ask that you do not stand in my way or his.

RE: League of Women Voters Questionnaire Responses – Advance Peek
Dear Citizen and Voter:
In my desire for openness I have provided my response to Maryland’s League of Voters questionnaire. My response was limited to 300 characters. The responses for the other candidates will be released later this month.
QUALIFICATIONS: What are your qualifications for this office?
"No person shall be a Senator who shall not have attained to the Age of thirty Years, and been nine Years a Citizen of the United States, and who shall not, when elected, be an Inhabitant of that State for which he shall be chosen." I have met or exceeded all of these qualifications.
BUDGET: What methods would you support to address the federal budget deficit?
Simplify and generally reduce taxes. Open Constitutionality debate examining each existing agency and their stated missions. Based on outcome, bring forward legislation, where necessary, to defund, repeal, prepare amendment or redefine missions based on www.dempsey4ussenate.com defined process.
FOSSIL FUELS: What should be done at the federal level to reduce our use of and dependence on fossil fuels?
Remove federal impediments for developing and leveraging Nuclear power. Expand and improve the national electric power grid. Research existing Patents at PTO for potential fossil-free fuel design solutions; identify the holder then assist them in "promoting the progress of science" with Grants.
IMMIGRATION: What changes, if any, do you support in regard to immigration policy?
“To establish an uniform Rule of Naturalization.” To enforce laws currently on the books, against Employers and Illegal Aliens; to protect borders; to open debate - correct skills and duration needed to satisfy needs. To propose legislation to prohibit illegal alien benefits; define anchor babies.
CORPORATIONS/ELECTIONS: What do you think is the proper role of corporations in elections?
Offering employees paid time off to vote. A position paper or advertisement detailing the strengths and weaknesses of each candidate based on their industry. Any legal entity that does not breathe should be barred from contributing to the election process. (e.g., Unions, Corporations, PACs, etc.)
EDUCATION: What role should the federal government play in public education?
Constitutionally none, it is a State issue; will open for debate. Based on outcome, bring forward legislation, where necessary, to defund, prepare amendment or redefine missions based on www.dempsey4ussenate.com defined process.
SECURITY: What are the most important steps towards assuring the short- and long-term security of our country?
Keep military smart; send message to host nations supporting terrorism will be extremely costly and we will trade freely and fairly with all nations while maintaining reasonable tariffs. Reestablish our financial, energy and resource independence. Enforce our borders and all immigration laws.

We hear a commercial that asks “What is in your Wallet” and today we can honestly respond not much or very little. The commercials are clever and catchy and they cause us to think.
So let’s use this concept to ask a critical question for you, the Citizen, to answer, “What’s in your Candidate?” In Maryland, it is September 14th that will make or break the chances to send a message to both Parties as we select our candidates. All races, in particular at the Federal level, can have a national impact. Too many years we are asked to vote:
· along Party lines - Democrat, Green, Libertarian or Republican,
· along ideology lines - Conservative, Moderate or Liberal, or
· on a specific isolated issue.
Political pundits and candidates ask us to trust their polls and use the volume of their signs on which to base our Vote. We complain about the overabundance of money in the political system, but we evaluate a candidate as being worthy of our vote according to how much money he/she has raised. So is your candidate getting your Vote because of party, ideology, signs, single issue or money?
Has your candidate:
· encouraged you to check out all the candidates running for the same office (http://www.elections.state.md.us/elections/2010/2010primarycandlist.pdf);
· conveyed his/her position regarding honoring the entire Constitution as originally written;
· told you who they believe has a responsibility to be true to the Constitution;
· focused the campaign only on securing the most voters in the primary election and not on Marylander’s (regardless of party?);
· described his/her strategy to beat the incumbent Senator of 24 years after the Primary, with approximately 45 days to the general election;
· talked with you regarding a plan on how he/she will staff his/her office after the election;
· talked to you about his/her plan for processing legislation received on issues the opposition hasn’t even exposed to us yet;
· talked to you about his/her plan to review all previously passed legislation for its Constitutionality, thereby allowing debate.
We Marylanders have an unique opportunity to send the shot heard around all Parties, the US and the World. The Constitution BEAT Barbara Mikulski, as well as her fellow Congressmen whose actions have demeaned it as just an old and dusty document to be ignored. We are at a point that Party and ideology is secondary or even tertiary to our need to return to the founding principles as described by the writers of each part of the Constitution, especially leveraging the Amendment process to let the American people and the States decide what the Federal Government should be allowed to do; not the other way around.
So, “What’s in your Candidate?” You decide: message, platitudes and/or money. My name is Stephens Ruffner Dempsey; I am an American Constitutionalist running on the Republican Party ticket. I believe 80% of our problems can be resolved by recognizing and engaging our Constitutional framework - this requires us leveraging the two-Party system, since our election process is set up to support it. Additionally, I strongly believe there are Democrats who are American Constitutionalists too, but they are afraid to stand openly forward at this time. I also believe God wants his Constitution back; our founders invested a lot of prayer in its creation, laying as the cornerstone the Judeo-Christian principles; not to be a Jewish, Christian or Atheist Nation but a religiously tolerant one. Let us teach our citizens to fish and they will eat for a lifetime, instead of just giving them fish so they only eat for a day – by teaching individuals to fish, they will become confident, independent, contributing and philanthropic members of society to pass on these fruitful opportunities to others. The outcome will be that we all symbiotically flourish and prosper.

Since the beginning of my campaign I have been told two things from the Political establishment, no matter the party, or Media Outlet:
1. The Constitution will not work as a political issue since it is complicated and if I was to communicate it to the American People it would have to be at a 6th grade level.
Yet our Constitution WAS written for the average person to understand, so either our educational expectations have dropped too low or reasoning levels have. Our schools and our media are the culprits in dumbing down the message.
2. The message has to be simple and short in a sound byte fewer than 30 seconds. Otherwise it will not be heard.
This may be true, but is it another way of setting the expectations so low, that Constituents relinquish their personal responsibility to demand details. In our last election, we ran around repeating the mantra: “Hope and Change” without ever asking “Hope for what” and “Change to what”, leading us to a situation where the change is not what we had hoped for.
We have understood much for thousands of years through fables and stories which taught us our life lessons in an educational way. I would like to share another Fable with you in the following XPS slides, PDF file under campaign material. |

Recently on a Blaine Young, WFMD radio interview, I promised his audience: “I will be respectful but not politically correct.”
Too often we have candidates just rolling over for their Party to be liked and they sacrifice our Constitution.
As the primaries approach you will see the following line repeated over and over by groups that claim they follow Tea Party Principles.
This will be a great opportunity to get to know the candidates and campaigns that are most closely aligned with tea party principles.
But beware! A number of gatherings promote unqualified Tea-Party candidates. Don’t be interested in candidates closely aligned; be interested in candidates well aligned. Go to gatherings which promote Tea Party principles well before they stand behind any candidate in the primaries. Ask first if the gatherings you attend espouse Tea-Party principles like these below (used in a recent Texas gathering):

1. Limited Government 2. Fiscal Responsibility 3. Personal Responsibility 4. The Rule of Law 5. National Sovereignty
At this Texas gathering there was no endorsement of Candidates; in fact the group does not allow politicians or candidates to speak at rallies. They pledge no allegiance to any party based on anything less than these five Principles of the Tea Party Movement. Their immediate agenda is to move towards Primary Elections and later influence the candidates in the primaries.

As you listen to endorsements or attend special galas promoting candidates as being independent or Tea Partiers, ask if all candidates were given an opportunity to present to the group?
No matter your party, help me realign America’s political spine. The choice is yours but you have to make certain you are aware of all the options. Viability based on money has gotten us McCain and Obama; isn’t it time we base viability on ideas and process which first support the Constitution?

Rule of Law Revolution
Legislative Candidate’s Pledge
1. I pledge allegiance to the Constitution of the United States of America, to the sovereign Republic established thereby, and to the just and equitable Rule of Law thereunder. I affirm for the People all the liberties guaranteed therein; for the People and the States, all the powers reserved thereby; and for the Federal Government, all the limitations guaranteed therein.
2. I admit and affirm that the powers of the office I am seeking, and of the legislative body in which that office resides, are strictly limited to those authorized by the Constitution or Charter that established the office.*
3. I pledge that if I am elected, I will not act outside the limited powers of the office, even if the Executive or Judicial branches, or the people themselves, or any interest, whether foreign or domestic, should insist that I can or should do so. I will obey the Constitution or Charter that created my office, and not the rule of popular opinion. Should that Constitution or Charter prove inadequate or unjust, I will work to amend it lawfully as needed, but shall obey it strictly until it is lawfully changed.
4. I pledge to make the fullest lawful use of the "checks and balances" powers of the office I am seeking, as set forth in the Constitution or Charter, in order to see to it that the rest of the government is also held strictly accountable to the Rule of Law. If I am vested with powers of confirmation, I will confirm only such candidates for appointment as genuinely share the spirit of this pledge. If the office I am seeking is in State government, I affirm that I have also read my State’s Constitution at least once in its entirety in the last year, as well as the U.S. Constitution. If the office I am seeking is in the county or city government, I pledge that I have read the Charter of that government at least once in its entirety in the last year, as well as the U.S. Constitution and my State’s Constitution.
* (For any elected official of the Federal Government, this would be the Constitution of the United States. For any elected official of a state, it is the State’s own Constitution. For any elected official of a county, parish, city, town, or township, the founding charter is the generally called a charter.)
